Park County American Rescue Plan Assessment

Background
This proposal/scope of work will assist the County in assessing an individual or firm to help develop an allocation plan and implement and manage the developed plan.
Scope of Work
- Prioritize and administer the distribution of funds, in accordance with US Treasury guidelines and applicable requirements of the uniform guidance (2 CFR § 200).
- Allocated to Park County
- Recipients are needy families, businesses and nonprofits, special districts, broadband providers and county employees.
- Initial analysis of county revenue losses using the capital loss calculations from the US Treasury guidance documents
- Analysis of premium pay for applicable staff.
- Analyze and monitor all related Treasury guidance documents to stay within all guidance provisions as they are revised.
- Submit reports to Treasury as required and coordinate with county finance staff that all records are maintained as required by uniform evidence.
- Submit monthly reports to admin and commissions of how and who allocations are being distributed.
- Conduct, in coordination with County Finance staff, subrecipient monitoring, if applicable, as required by uniform guidance.
- Review and monitor, in coordination with County Finance staff, that all related expenditures are in compliance with uniform guidance and other county policies.
Deliverables
Upon completion of the assessment, consultant shall provide a report that includes the findings of the assessment and recommendation for distribution plan and timeline. It shall include a summary of distribution of funds. An analysis and discussion of the current American Rescue Plan. The report shall also suggest potential changes that would result in safer and more effective funding.
Pre-Proposal Questions
Pre-proposal questions can be submitted via email prior to August 6th, 2021.
Proposals
Proposals shall be submitted to the project contact via email by August 17th, 2021. Proposals shall include a statement of understanding; proposed team members and their qualifications; team experience on similar projects; a proposed approach and schedule; and any suggested changes to the scope of work.
Fees & expenses not to exceed, $85,000.
Schedule
Proposals will be reviewed and, if necessary, follow-up questions may be issued to one or multiple consultant(s). The goal is to have a consultant on board as soon as possible. The County will provide copies of relevant documents for the consultant's use.
