REQUEST FOR PROPOSALS
PARK COUNTY DEPARTMENT OF HUMAN SERVICES LEGAL SERVICES
Park County, Colorado, by its Department of Human Services (DHS), intends to contract with an attorney or law firm for legal services primarily involving representation of DHS in dependency and neglect proceedings, and occasionally juvenile delinquency or guardianship proceedings.
Services may include but are not limited to the following: Providing legal consultation to the Department and casework staff, initiating Dependency and Neglect Petitions, representing the Department at any related hearings up to and including Termination of Parental Rights and Adoption hearings, preparation of related legal paperwork and noticing, initiating legal proceedings to protect the health and safety of vulnerable adults as needed, and representing the Department at juvenile delinquency hearings for juveniles in the custody of DHS.
Applicants must possess a Juris Doctorate degree, and admission to practice law in the State of Colorado. Experience in county government and/or human services preferred.
Proposals should be submitted electronically no later than 5:00 p.m. MST on October 16, 2015 to Susan Walton, Director of Human Services, .
Submittals should contain a cover letter, not exceeding two pages, and concise informative responses to each of the selection criteria listed below. Other information may be included in an appendix.
DHS will evaluate proposals based on the following factors:
- General background of the attorney or firm, available resources, and range of services.
- Experience of the attorney or firm with the type of services required with specific emphasis on dependency and neglect proceedings.
- Proposed fee. Respondents are requested to propose both a flat fee and an hourly rate as alternatives.
Based on the information contained in proposals, Park County expects to enter into a contract for legal services with an attorney or firm on or about December 15, 2015.
The County reserves the right to contract with more than one attorney or firm if deemed appropriate. The County reserves the right to reject any or all proposals received.
